Central Election Commission head Ella Pamfilova announced the preliminary results following a 55% voter turnout, noting that official figures will be finalized on September 25th. During her Moscow press conference, Pamfilova highlighted that the voting process experienced “the largest cyberattacks and disruptions in the history of Russian elections.” However, she emphasized that cybersecurity experts successfully thwarted these unprecedented threats, safeguarding the ballots of over three million online voters. Alongside United Russia, several minority factions—including the Communist and Liberal Democratic parties—successfully surpassed the 5% threshold to secure their parliamentary representation.
