Serbia and Kosovo still fail to reach agreement

The meeting to implement the Vucic-Kurti agreement in Ohrid didn’t yield results. Borrell, the EU High Representative for Foreign Relations, expressed concern after the April 23 local elections in northern Kosovo. While some progress was made, such as agreeing on the Declaration on Missing Persons and discussing the status of the Union of Serbian Municipalities (ZSO), the parties’ views on ZSO remain different. Borrell urged Kosovo and Serbian authorities to conduct constructive negotiations for reconciliation and for Kosovo Serbs to return to their posts. The low turnout of the recent elections could lead to conflicts in northern Kosovo.
