The 31st Ministerial Council Meeting of the Organization for Security and Co-operation in Europe (OSCE) has begun in Valletta, Malta, with participation from representatives of 57 countries, including Turkish Foreign Minister Hakan Fidan.
In his opening remarks, Maltese Foreign Minister Ian Borg highlighted the worsening impact of Russia’s ongoing war in Ukraine, calling it a systemic threat to European security. Borg stressed that the OSCE faces an existential crisis, citing the lack of a unified budget since 2021 and broader challenges to international peace frameworks.
Borg reiterated the call for Russia to withdraw from Ukraine’s internationally recognized borders, emphasizing the urgent need for diplomacy to achieve a comprehensive and lasting peace.
The meeting, attended by key figures including U.S. Secretary of State Antony Blinken, Ukrainian Foreign Minister Andrii Sybiha, and Russian Foreign Minister Sergey Lavrov, marks Lavrov’s first visit to an EU country since the war began.
