While the Russia-Ukraine war was continuing, Russia started to distribute citizenship in the Ukrainian city of Kherson, which is under Russian army’s control. In Kherson, the Ukrainian telephone line networks were cut off and Russian origin telephone cards were distributed. In addition to that, Russian citizenship applications started to be accepted for people living in Kherson but wishing to acquire Russian citizenship. People who wanted to buy Russian origin phone cards and who wanted to get Russian citizenship formed long queues on the city streets. “Russian invaders intervened in the networks in the Kherson region and cut the lines of the telephone operators. Local residents were also unable to use the internet and make international calls,” State Service of Special Communications and Information Protection of Ukraine said in their statement about the subject.
