Russia’s Putin says ‘situation extremely difficult’ in annexed regions of Ukraine

Russian President Vladimir Putin released a video message on the occasion of the 20 December Security Services Day. Addressing the security units in the Kherson, Zaporizhia, Donetsk and Luhansk regions annexed from Ukraine, Putin said, “Today, the dynamically changing situation in the world, the emergence of new threats and risks, show the increasing need for Russian security units. I would like to draw special attention to the units of the security services that have started to operate in the new regions of Russia.

“Yes, the conditions are more difficult for you now. The situation in the Donetsk and Lugansk People’s Republics, in the Kherson and Zaporizhia regions is extremely difficult. But the citizens of Russia living there rely on your protection. It is yours to do everything to ensure their safety there, to protect their rights and freedoms as much as possible. We will continue to strengthen the new units with modern equipment and weapons and professional teams.”

Turkish Foreign Minister Hakan Fidan said the recent peace talks in Istanbul have brought a new dimension to diplomatic efforts on Ukraine and proposed a leaders’ summit hosted by President Recep Tayyip Erdoğan. “A summit with leaders from Russia, Ukraine, and the US could help achieve a long-term ceasefire,” he said.

Speaking at a joint press conference in Kyiv with Ukrainian Foreign Minister Andrii Sybiha, Fidan emphasized Türkiye’s ongoing diplomatic efforts, stating that President Erdoğan has been working actively since the war began. He added that talks in Istanbul on May 16 led to concrete results, including a prisoner swap.

Fidan shared insights from his prior visit to Moscow and said Russia is open to further talks on June 2. He stressed the importance of continuing momentum and involving international actors to build common ground for peace.

Fidan is also scheduled to meet with President Volodymyr Zelenskyy, Andriy Yermak, Rustem Umerov, and representatives of the Crimean Tatar and Gagauz Turkish communities.
