European Commission Vice-President Josep Borrell stated that the EU will cooperate with the Taliban if they respect human rights. Borrell said that it would be difficult to take approximately 400 EU citizens, staff and their families to the airport without speaking to the Taliban, and that Brussels will contact the Taliban as soon as possible regarding the evacuations. Russian forces launched more than 500 drones and missiles across Ukraine, hitting infrastructure in 14 locations and injuring five people, including four railway workers. Ukraine’s rail operator reported major delays after facilities in the Kirovohrad region were damaged.

Explosions were reported in nine regions, with power cuts in Chernihiv, transport disruptions in Khmelnytskyi, and a warehouse fire in Ivano-Frankivsk. Ukraine said 430 drones and 21 missiles were intercepted, but some still struck targets.

President Volodymyr Zelenskyy called the attacks “intimidation,” urging stronger international pressure on Russia. He announced upcoming talks with Scandinavian, Baltic, EU, and US partners to coordinate further support.
