Ukrainian government has declared red zone in Kiev, and implemented quarantine as Covid-19 cases are increasing. People without vaccination certificates will not be allowed in entertainment venues, public transport, restaurants and shopping centers. A negative PCR test result will be requested from unvaccinated citizens to let them enter public facilities.

In Spain, metro and train services halted, stranding thousands, and the Madrid Open tennis tournament was suspended. Madrid’s mayor urged residents to limit movement amid traffic disruptions. Similar outages hit Lisbon and Porto, with authorities advising against airport travel. France experienced brief outages, with power quickly restored.
