While the number of homeless people living on the streets is increasing in the US state of California due to financial difficulties, a shop owner tortured a homeless woman lying on the pavement in front the shop by soaking her with a hose and shooed her from the area.

That the man soaking the woman in the below 10 degrees cold has been highly criticized on social media.
