Ukrainian forces launched an attack on the Russian-controlled Luhansk region yesterday. The Ministry of Emergencies of Russia stated that 28 people, including a child, died in the attack on a building. It was announced that 10 people were rescued from the rubble, and search and rescue efforts were continuing.
Authorities in Luhansk reported that the attack was carried out with the US-made High Performance Artillery Rocket System (HIMARS).
