EU’s Borrell says EU cannot label IRGC as terrorist without a court decision

High Representative of the European Union for Foreign Affairs and Security Policy Josep Borrell made a statement to the press as he arrived for a meeting of EU foreign ministers in Brussels. According to Borrell’s statement, topics on the agenda will include the Ramstein meeting proposals, Germany’s decision to deliver Leopard 2 tanks to Ukraine, the possibility of adding the Iranian Revolutionary Guards Army (IRGC) to the EU’s list of terrorist organizations, and the current state of Palestine. Borrell added that they will meet with Ukrainian Foreign Minister Dmytro Kuleba and Palestinian Prime Minister Mohammad Shtayyeh.

Regarding whether to include the IRGC in the EU terror list, Borrell said “It is something that cannot be decided without a court, a court decision first. You cannot say I consider you a terrorist because I don’t like you,”

Additionally, Iran has announced that if the Revolutionary Guards Army is added in the EU terrorist list, Iran will withdraw from the nuclear agreement JCPOA.
