Georgia’s Controversial “Transparency of Foreign Influence” Bill Passes

Georgia’s parliament has approved the highly debated “Transparency of Foreign Influence” bill in its third reading, despite ongoing protests and criticism. The bill, initially introduced in March 2023 by the People’s Power Party, associated with the ruling party, faced backlash for its perceived threat to freedom of expression and NGO activities.

Under the bill’s provisions, organizations receiving over 20% of their annual funding from foreign sources must register as “foreign agents” annually, starting in January. Failure to comply could result in substantial fines.

The approval, with 84 votes in favor and 30 against, triggered demonstrations outside the parliament, where thousands voiced their opposition, labeling the bill as akin to Russian laws. Clashes erupted between protesters and law enforcement as tensions escalated during the vote.
